Important Policies - KEC

NPTY / NPFY (B Tech)

1. For Ist year students of 2005 batch & backwards (for our college, 04 and 05 batches), the rule is as follows :

At the end of IInd year, if a student has back(s) in Ist year he becomes an NPTY case. The relaxation in this case (by UPTU) is that he can be promoted to IIIrd year but his IInd year result will not be declared.

At the end of IIIrd year, If a student has back(s) in IInd year, he becomes a NPFY case. The relaxation in this case (by UPTU) is that he can be promoted to IVth year but his IIIrd year results will not be declared.

At the end of IIIrd year, if a student has back(s) in Ist year he is not to be promoted to fourth year. 04-05 batch students have been exempted from this rule by UPTU.

2. For students of Ist year from 06 batch onwards (& for readmitted / ex-students following syllabus of 06 onwards), the rule is as follows:

At the end of each year, if a student has more than 4 backs, (total – laterally & vertically) he will not be promoted to next year & he can get readmitted to present year or be an ex – student of present year (NPNY or not promoted to next year).

Promotion to next year (II, III & IV year – B Tech)

3. Other than the situation in para 2 above, a student can be promoted to next year only if his condition in present year (both sem put together) is PCP, PCP-A or Pass. However, his promotion can not be stopped if his current result is not fail. Hence, in cases where result is pending for a full year, the student will be provisionally allowed to go to next year. However, the student will give an under taking in a format that is available with concerned HOD.

BRANCH CHANGE

4. Not with standing UPTU ordinance (which provides for branch change in Ist year & IInd year) branch change is effected only in the odd semester of IInd year (i.e 3rd Sem) as per AICTE instructions. The process is as follows.


(a) Within 15 or 20 days from the start of the session, IInd year students have to give a written application for branch change giving their choices for changed branch after a notice to this effect is put up by the Registrar. The application form has to be signed by student & counter signed by father / Guardian. This is mandatory.

Branch Change process can start only after UPTU issues a notification in this respect (UPTU issues such notification every year). This can take time and many even happen after CT-1 of 3rd sem. However, without this notification, the process can not be start.

(c) The major rules governing branch change are:

Total strength of a branch after branch change can not exceed sanctioned intake for that branch during Ist year.

The strength of any branch can not fall below 75% of sanctioned intake for that branch during I year as a result of branch change.

Only clear pass students are eligible for branch change & change will be effected based solely on combined merit list (aggte) in Ist year.

(d) Once an option to change branch is given as in 4(a), students cannot change their choice & priority. However after the notification by UPTU &before finalization of branch change by the college, students will be given a chance to withdraw their application.

(e) Branch change has to be eventually approved by UPTU. The list put up by college is only provisional and is subject to change.

Scholarships form “Samaj Kalyan Vibhag” (SKV)

5. Students whose parents have an annual income of < I lakh pa are eligible for scholarships as follows from SKV.

(a) SC, ST students- Reimbursement of full tuition fees + scholarships

(b) OBC & Gen students – Reimbursement of tuition fees to the extent of Rs. 25000/-


6. Verification of authenticity of annual income is the final & sole responsibility of Director of the college who recommends & forwards application to SKV. Since majority of such parents are not Income Tax assessees, income certificate is provided by concerned Tehsildar. Others give salary certificates or IT returns. In addition, the parent gives an affidavit counter signed by a notary. Since lot of malpractices have been noticed in this respect, the following procedures will be adopted before recommending and forwarding the applications to SKV:

(a) If the parents is salaried employed or a pensioner, salary certificate from employer or pension details by disbursing agency must be submitted.

(b) Other cases have to produce income certificate from Tehsildar.

(c) Sample cases at random will be sent to issuing Tehsildar / Authority for verification.

(d) Notary certified affidavit has to be signed by parents / Guardians & again signed by them in the presence of Director in his office.

Legal action based on concerned section of IPC will be intiated if any
malpractice is found out.

PCP-A Cases

7. There is an ordinance governing PCP-A cases (where a student has 3 CP & aggte. < 50 in both semesters). In such cases, the students have to improve the aggregate in the process of clearing the backs. He also has an option of in any paper of that year of his choice in lieu of aggte. < 50 to improve the aggte. Please read Ordinance clauses 8 an9 in full in this respect.


Hostel Accommodation.

7. For II, III & IV year of B.Tech & II & III year of MCA, as general policy, students with back(s) in the previous year will not be given hostel accdn. This restriction can be relaxed only by Director.

Placement Policy

8. The college will strive to offer at least one chance to every eligible student from 6th semester to appear in a placement interview / exam. The general eligibility conditions are:

(a) Consistent performance from class X to 5th sem. (aggregate above 60%, no backs dead or live)

(b) Consistent attendance upto & including 5th sem. (>75%, relaxable in special cases to 60% on merit). Students to produce attendance ok certificate from HOD to placement cell.

9. Performance standard above (a) may be relaxed or made more stringent by companies. For each company interview, the performance criteria will be put up. Students have to meet these requirements.

10. Other aspects of placement policy are as follow:

(a) Recommendation of students put up for interviews / exams is governed by following:

i) Equitable opportunity is provided to all eligible students.

ii) If number of students accepted by company for interview is restricted, recommendation to appear for interview will be based on aggregate marks (total). If aggregate marks are equal than aggregate attendance will be given weightage.

iii) Students who do not get selected in one or more interview will be given further chance provided no fresh student not having at least a chance is above him.

iv) For students involve in disciplinary cases, Director has the discretion to stop them form appearing in any interview.

(b) III year students selected for IT related jobs by tier 1 companies will be given one more chance in III yr to appear for their core branch related interview(for e.g an ME students selected for WIPRO can appear for Mahindra & Mahindra Mechanical Branch job interview).

(d) Students already placed in III yr will get one more chance in IV yr (any interview).

11. It may be noted that most of the companies have indicated that the Director is to certify that selected students (in III yr) have maintained their academic standard in IV yr and are not involved in any serious discipline related cases. They also need a good conduct / character certificate from college for selected students.


12. Students are therefore urged to work towards placement preparations, in earnest right from IInd yr onwards and acquire skills required during placement interviews through courses offered by college or arranged in college campus through outsourcing.

13. With immediate effect, the placement policy will take into account following aspects.

a) In addition to the existing criterion, every, student has to have a minimum of 75% attendance in both theory and practicals in every semester (i.e. 3rd, 4th, 5th ,and 6th semester) to be eligible for appearing in Campus interviews.

b) Student having less than 75% attendance in any of the semester will be put up for placement as per following criterion.

(i) Less than 75% attendance in any one semester - Not eligible for 1st two interviews
.
(ii) Less than 75% in two semesters – Not eligible for placement in first 5 interviews.

(iii) Less than 75% in more than 2 semesters – Not eligible for any interview.

14. All HsOD are requested to forward the semester wise theory and practical attendance to placement officer after every semester. TPO is to maintain centralized records and put up students for interview as per this policy.


Re- admission / Ex- student

15. Students who fail in any year as per result of odd & even semester of that year have to register as Ex – Student with in 15days of start of the next session. If there are any special exams (in with they become PCP / Pass) or they want re-admission after special exams, ex students registration gets automatically cancelled. Hence, registration as Ex Student is mandatory if a student has failed after even semester results are out irrespective of special exams or his choice later.

16. In case, of re admission, which is normally not encouraged, the students father / Guardian has to meet the Director for this purpose. Re admission is not a routine affair handled by the students only. However students may note that the choice of re-admission or ex-studentship is entirely theirs. Re-admission entails full fees and study as per current syllabus. Ex students don’t pay tuition fees and their syllabus will be governed by the one in which they failed.

Notice for Ex-Students (Posted On - 18/12/2007)

1. Ex Students are to be aware of the following when they fill up exam forms :

(a) In each semester, the subjects to filled in the exam form are to be same as in the previous year in which the student failed. For example, an ex student in session 07-08, I Semester has to fill up subjects of the group (Phy or Chem) which he did in session 06-07.

(b) Subjects in Phy and Chem groups change periodically. So do the paper ID for the subject in each group. Before filling up the subjects (subject code and paper ID) in the exam form, the details are to be checked from Registrar/HoD I Year (HoD Applied Science)/Dean(A).

(c) Exam forms are to be filled in time. For this, Ex Students are to be in touch with college in the beginning of each semester. Dates for filling up forms are also mentioned in academic calendar of UPTU and in college Web site.

(d) Subjects in each group and paper IDs are also displayed in college website and is updated as necessary

2. Any mistakes in the above respect may lead to withholding of results by UPTU. Ex students have to take care in filling up exam forms.

Placement Policy

1. It is a vicarious responsibility of the college to offer at least one chance to every eligible students (consistent performance from class X-with no backs and aggregate marks above 60% and aggregate attendance more than 75%) to appear in a placement interview.

2. With a view to be fair,equitable and transparent ,following placement policy will be in force till its review at a future date.

(a) Students must meet eligibility criteria laid down by the company.This will be displayed in Notice Board for each placement interview.

(b) Aggregate Average Attendance for all years (Theory & Practical) up to the date of interview is to be more than 75%, relaxable in special cases to 60% , based on merit .Students should produce attendance certificate from respective HsOD.

(c) III year students selected in IT related companies will be given one more chance in IIIyear to appear for Branch related core companies interview.

(d) Students selected in IIIyear will get one more chance in IV year to appear for interview. This additional chance during IVth yr is subject to the following:-

i) All eligible students have been absorbed and opportunity is available.
ii) If number of students accepted by company for interview is restricted, recommendation to appear for interview will be based on aggregate Marks (total).If aggregate Marks are equal than aggregate Attendance will be given weightage.
iii)Students who do not get selected in one or more interviews will be given further chance provided no fresh student not having at least a chance is above him.
iv)For students involved in disciplinary cases, Director has the discretion to stop them from appearing in any interview.

3. It may be seen that all IIIrd yr eligible students will get a maximum of 3 chances i.e. 2 in IIIrd yr(IT related + Core companies) and one in IVth yr subject to conditions stipulated at para 2a(i) to (iv) above.

4. With three chances a student will be able to exercise this choice at the time of joining provide he is selected in more than one company.

5. Students are therefore urged to work towards Placement preparations, in earnest right from IInd yr onwards and acquire skills required during placement interviews through Courses offered by college or arranged in college campus through outsourcing.

Techno Aptitude Test
IInd, IIIrd & Final Year Students

1. DELHI COLLEGE OF ENGINEERING is holding their Tech Fest AVANT GRADE 08 in their campus from 13 oct 08 to 17 oct 08.

2. A Tehnical & Management Aptitude Test is a part of the event to shortlist participants for attending the final event.( A Seminar on career proposed by experts on 17 oct 08). The Preliminary round of the Aptitude Test for our students will be held in the college on 13 oct 08 at 15:30 hrs in P2P Hall

Important Notice for Hostellers
(Posted On - 05/05/2007)

1. All students staying in various hostels are to note that all rooms are to be vacated before proceeding on leave after practical exams.

2. Vacation of room is required for undertaking annual maintenance of building , fixtures and furniture.

3. Students staying in SherSingh Palace Hostel & KDC Boys Hostel are to deposit their belonging in Chanakaya Hostel with Sh. RG Rana(Hostel Warden).

4. Specific rooms have been earmarked in ‘CHANAKAYA’ & ‘KDC GIRLS’ hostels by respective wardens for depositing your belongings for safe custody during your absence. Students are to put identification tags on their respective belongings prior to depositing same for safe custody.

5. Fresh allocation of rooms will be made on first cum first serve basis/merit as per policy prior to commencement of next session.

6. Allocation of hostel accommodation for students involved in disciplinary cases is subject to approval of Director.

Tips For Examination
(Posted On - 18/11/2006)

1. Prepatory phase (getting ready)
A) Each subject has 5 units. One question each is asked from each unit total 5 qs
B) Write down syallabus of each unit in point form. For example heading of unit -1 of TEE-101 is 'Steady State Analysis of AC Circuits'.

List contents in point form as -

I) Sinuoidal phase represatation of V & I.

II) 1-Phase AC Ckt --- Behaviour of Resistance, Inductance & Capacitance
…………..
This gives you an idea of various sub topics of the unit.

C) Now take previous 3-4 years UPTU question papers to see
the trend of various questions by comparison. Write
various questions side by side as shown in appendix ‘A’

D) Divide subject units into very confident/ confident
and less confident areas based on your preparation. This will help
you to plan sequence in which you will answer the questions.

E) Remember --- you have to create a good impression – this is
possible only if your first two questions are written
correctlyand neatly.


2. Studying technique one day prior to exam -

Exam starts at 2 pm (Ist year)
A) Try finishing the subject by 5 pm on previous day.
B) Revise 2-21/2 units by night (go to bed by 9.30 pm) for half an hour, try revising in your mind these 2-21/2 units (note topics not clear to you).
C) Get up at 6 am next morning, revise portions not clear to you during previous night. Revise balance portion by 12 clock.
D) Go to examination centre with cool clear mind. Donot miss lunch.
E) Reach exam centre by 1:30 pm
F) Do not discuss subjects after this.

3. Arrange a good geomatery box.with following items -
i) Pens Blue-2, Black-2 , Pencils, Eraser, Sharpener
ii) Calculator (non programmable)
iii) Admit Card
iv) I Card
V) Spare Photograph
Vi) Check nothing is written on geomatry box, calculator
vii) Required minimum money
viii) You should not have any paper while going to examination hall

4. In the examination hall
(i) Check your desk/surroundings. There should be nothing written and no paper should be available.
(ii) Take answer sheet(only one answer sheet of 40 pages will be given) no supplementary answer sheets are given)
(iii) Draw margins on left hand side/fold. Use last page for rough work.
(iv) Read question paper carefully. Decide on the qs to be answered and it’s sequence. Read each question carefully to ascertain what is asked.
(v) Write each question no neatly & clearly in the LHS margin.
For Example Q.No 1 (A) and not (A).
(vi) After each part is over, draw a line to separate each part. It will ensure that you get marks in each sub part.
(viii) After a Ques is over, start next Ques from next page.
ix) Write any assumption/ premise made by you before the answer

5. In case you find any sub part of a qs very tough or time consuming and it can be left in choice, than do not spend your time and energy on it. Do the choice.

Rule:-
80% confident knowledge of subject is better than studying 100% but not been confident in even 60%.    So study systematically and confidentely

6. Ways to write answer quickly
(I) Write to the point in point form instead of writing long sentences and long paras.
(II) Comparison/ diffrentiation must be in tabular form as explained in given format

E) draw more diagrams. Remember tables, diagrams convey meaning quickly, correctly and can get you more marks. At the same it ensures saving of your precious time and energy.


7. Before submitting Answer Sheet
A) Check all questions have been answered.
B) Make revision of your answers.
C) Check your roll no, subject code, paper etc are written
correctly.

8. Don’ts -
i) Do not write anything except your university roll no on the question paper no other marking is allowed.
ii) Nothing about your identity( roll no, college etc) is to Be written in the answer sheet.
iii) Do not carry books, mobiles, bags to the examination centre. (mobile are not allowe4d even at the entrance of the exam building).
iv) Do not make any cuttings in your answers (specially in first two questions). Any cutting must be in one single line.
iv) try not to leave any part blank in the first two questions.
v) in case you have time and any question is una nswered (about which you have no idea) write some relevant aspects with good words )do not leave any question un answered.
vi) Do not induldge in any argument with any invigilator or Flying Squad.

9. After Exam -
a. Go home cooly, relax /play/go for a walk/listen to music . Put today’s papar out of mind.
b. Plan for next papar and start your studies by 9 pm after dinner.
c. Ensure you are physically and mentally fit during the exams.
d. Do not let any past performance adversally affect your subsequent performance.

ii) 30 marks can be easily scored even if u answer 2 qs correctly. Preparing 3 units very well can ensure u getting 40-50 marks.

Rule = Concentrate fully on 3 units (which u find easy ) on balabce 2 units carry selective study seeing the trend of qs and previous papers. Stress on presentation , diagrams etc.

Rules For Hostel
(Posted On - 11/05/2007)

This is to inform all students staying in the hostel have to follow the hostel rules as listed below.
RULE 1
Hostellers are not allowed to stay in the hostel during college timings i.e. 9AM to 5PM without prior permission of Dean/HOD.In case any student is not able to come to college due to illness, he should submit application for leave to Hostel Warden personally before 7:30 AM. Any leave application sent through colleague will not be acceptable.
RULE 2
Leaving College premises is not allowed during college timings without permission of respective HOD/Dean .After college hour's student can book out of college premises after making entry at College main gate. Book out timings for boys are 5PM to 9PM on working days and 8AM to 9 pm on holidays. For Girls these timings are till 7:00 PM.
RULE 3
If any student wants to go out for night stay, he should take prior permission of Warden and make a entry in the Register kept with Warden.
RULE 4
Leave application for hostellers will be approved by respective HOD/Dean(A) only.However,he should inform warden and make entry in Book-in/Book-out. Register before leaving hostel.
RULE 5
Roll call will be taken daily at 10 PM and all students should be present in their respective rooms.
RULE 6
Day scholars are not allowed in the hostel without permission of warden/Dean (SA).If any day scholar is found in hostel room without permission, a fine of Rs 100 will be charged to both the occupant of that room and concerned day scholar besides entry in their proctor cards.
RULE 7
Room heaters and Desert coolers are not allowed in Hostel rooms.However,on extra payment of electricity charges these gadgets can be used after prior permission .
RULE 8
Each student is responsible for upkeep of furniture and electrical fittings in his/her room as per inventory. In caseof any damage or loss of these items, appropriate amount will be recovered from him/her.
RULE 9
Dining hall timings as displayed on Notice Board are to be strictly adhered to.
RULE 10
No private parties are to be held without prior permission of the warden. Parties on working days are to be over by 11pm.Parties on days prior to weekend & Saturdays may continue upto 12 PM.
RULE 11
TV viewing is restricted upto 2300 hrs (11pm) and after that all students are to be in their respective rooms.
RULE 12
No loud music is to be played in the rooms as a consideration to fellow hostlers.
RULE 13
Any violation of above rules will invite disciplinary action and habitual offenders will not be allowed to stay in the hostel.

Any violation of above rules will invite sever punitive action against the offenders.

Hostel Accommodation Allotment Rules (Session 2007-08)

1. For first year students, hostel accommodation will be decided on first come first served basis after payment of fees based on availability of rooms by Admin Officer.

2.
For all other students, hostel accommodation as well as allocation of rooms will be decided afresh every year at the beginning of session. Continuation of accommodation in same room or in hostel for the next academic year is not guaranteed .At the end of the session, students will be asked to vacate rooms for annual maintenance, pay for damages and keep their luggage(if any) for safe custody in common store in hostel. Students to be admitted in hostel and allocation of rooms will be decided by Hostel Committee headed by Dean (SA).

3. Hostel Committee will comprise the following:

BOYS
GIRLS
- DEAN (SA)
- Hostel Warden
-One faculty to be detailed by Dean (A)
- DEAN (SA)
- Hostel Warden
-One lady faculty to be detailed by Dean (A)


4. The general policy on re-admission to hostel after a session is as follows:
a) Students with backs are not entitled for hostel accommodation automatically.
b) Ex students and Re-admitted students are not eligible automatically.
c) Student with disciplinary case(s) against them are not automatically eligible.

5. All cases in Para 4 will be considered individually by Director based on merit for admission to hostel.

Statement Of Purpose

1. When the students of Batch 2004 report for session 05-06 in Jul/Aug 05, each student is expected to submit a Statement of Purpose (SOP) to Dean(A) in the first week. What is expected in a SOP is listed below. Students may work on this during the holidays and come prepared. The SOP should be max two pages (about 1000 to 1500 words).

2. Statement of Purpose should cover the following :
- Your previous academic background and marks, especially in Board Exams.
- What are the motivations that are driving your life at this point in time. Why do you want to pursue the course you are doing now?
- How relevant is the course to your long term goals?
- Write down all your past accomplishments - academic, extra curricular, social contributions, sports - whatever you've done well in life. Also write down all the things that you feel or care for strongly.
- What is it that you want to do in life? What is the career you want to choose for yourself in the future and why? Cover areas like further studies, R&D work, getting a Govt job and settling in life, get a job in Pvt sector and keep improving your prospects, start your own business by becoming an entrepreneur etc. - Write down the area that you want to study further in., the type of job you expect to settle with or the type of work you would like to do an an entrepreneur. How will taking up this course of study/job help you achieve your long-term career goals that you described above ?
- Now, write down why should you have the life that you want? Why should you get all the things you listed above? What qualifies you to have all the success you desire?
- How can you get it right? - by being honest about yourself and projecting your true self in the SOP.

Make sure your SOP is grammatically correct, is written in a good flow and does not exceed the prescribed word limit. The SOP should be enthusiastic, friendly and confident in tone. If writing is not your strength, don't hesitate to take the help of a friend or colleague who can write well.

Purpose of Study & Professional Plans
The boundless possibility of trying out and the instant knowledge of the outcome that stimulates one for further analysis of a rationale in question, is what I find most appealing about Computer Science. Keeping up an inquisitive and explorative attitude, I believe, leads to a constant learning process. This approach adds to the already immense potential for innovation that exists in this field.
As a student in the final year of undergraduate study for a Bachelor of Engineering degree in Computer Science & Engineering, I look to graduate study to refine my knowledge and skills in my areas of interest. I believe it will also serve to give direction to my goal of a career as a research professional at an academic or commercial, research-oriented organisation. I intend to pursue an MS degree in order to reach that goal.

In my undergraduate studies, I have benefited from the breadth of Shivaji University’s syllabi content that has given me a comprehensive exposure to the core areas of Computer Science and a strong conceptual understanding of the same. In these three and half years of study, I have strived to maintain an approach of expending independent effort in all my endeavors. Learning by myself and sharing my knowledge with others has been most worthwhile, when comprehending a concept.
Over the past two years, I have developed an interest in the areas of Compiler Construction and Information Retrieval. The Compiler Construction lab sessions last semester required the design of a compiler for C++ programs that were restricted to For loops, Switch case statements and simple input and output. The work involved in this, as well as the courses, Formal Systems and Automata and Compiler Construction, have lead me to appreciate the intricacies involved in this field. However, for my MS degree, I remain open to other topics as well.

For my B.E project, I have decided to concentrate on my other area of interest viz. Information Retrieval. I’m attempting to evolve a technique that, when employed in a search engine, will maximize the comprehensiveness and precision of the query listings. The ongoing work has introduced me to a vast body of pertinent research, such as the University of Washington’s Dynamic Reference Sifting technique for locating an individual’s homepage, among others. This has served to sharpen my inclination to engage in active research within this area.

One person’s life influences the lives of an unbelievable number of people, one of the most important lessons I learned, being the Head of the Apex Body at senior secondary level (11th and 12th standard). Hence the need of responsible actions. Becoming the youngest Head of the Apex Body ever and the only one to have served for a period of two years eventually turned out to be a confidence booster. It taught me that the basis for good work is self-reliance and very importantly, time management. Not all of my entire two years were devoid of shortcomings. I learned to accept both criticism and praise with a positive frame of mind. My work involved organising various events, that brought with them the opportunity to work and interact with various kinds of people. This was a distinctively gratifying experience for me, which I feel would stand in good stead in the future, especially in lieu of any teaching experience.

In conclusion, I would like to add that the essence of University education lies in the synergetic relationship between the student and his department. I feel that graduate study at your University will be the most logical extension of my academic pursuits and a major step towards achieving my objectives. I would be grateful to you if I’m accorded the opportunity to pursue my graduate studies with financial assistance at your institution and am able to justify your faith in me.

Scholarships / Cash Awards To Students

Scholarships
1. If a student is ranked among top ten (Ranks 1 to 10 declared by UPTU for each year of different courses) either in Odd or Even semester (based on combined result of odd and even semesters for that year), the student is entitled to a scholarship in the form of waiver of tuition fees for the next year. If the student has already paid the tuition fees for next year or the award is for final year performance, the tuition fee paid for the next year/final year will be refunded in full (The student can exercise an option of adjustment of tuition fee already paid for the subsequent year). In a year, a student will be eligible for one such scholarship only.

Cash Awards
2. In each academic year, students scoring an aggregate of 70% or above without grace and backs, based on the combined result of Odd and Even semesters (aggregate out of total marks for 2 semesters) are eligible for following cash awards to be presented in the beginning of next session :

(a) Rs 100 if the aggregate is 70%
(b) An additional award of Rs 100 for every % scored above 70%. (For example, 75% aggregate leads to an award of Rs 500, 82% leads to Rs 1200 etc)

Students falling under the category of Scholarships above will be excluded from this category.

Effective Dates
3. The above scheme will be effective from Aug 05 for session 04-05 and subsequently Aug every year for the previous session.
